Serving on the CDM Methodology Panel (+ some work for three voluntary carbon programs) an innovative Standardized Baseline (StBl) approach that I initiated, completed and road-tested is:

This RAC StBl suits Art.6 well using efficiency trends in major manufacturers' base countries to monitor/move the national one.  Usable bottom-up by manufacturer(s), a utility or wholesaler(s) or top-down by a Designated National Authority (DNA).  AC manufacturing is concentrated but efficiency gains are distributed so a DNA can estimate and decide based on costs and benefits.  The first manufacturer, who tried and failed with AM70, is using AM0120 to sell efficient Air-conditioners (ISEER>4.7).  A lesson-learned in CO2 mitigation accounting for refrigerator efficiency spilled over to Air-conditioners (and currently emerging in Art.6.2 pilots).
If you write to me, I can share a draft StBl for public water supply and a building efficiency StBl, combining CO2 reductions via water, buildings' and appliances' efficiency also for defined housing units and types (better than Tool31). 
The new Art.6.4 Supervisory Body struggles longer to fill gaps in Art.6.4 than the preceeding Executive Board that stumbled into the gaps in the Marrakesh Accord, CMP.1, (institutional tradition strong on normative isomorphism and a certain trait).  The demanding new roles and tasks of DNAs are evident "gaps", years away for most.  Labeling gaps as capacity-building ties up very unlike barriers.  Especially when on top it is 'mandatory' so that there is no need to address the real context of a capacity.  For example, that context might be some aid legacy.  Another big gap in 6.2 and 6.4 is «accordance with IPCC methodologies and metrics» and I see 5 debates looming on activity data and emission factors: (ADo x EFo) - (ADn x EFn).  This accordance hides in NDC differences and in "overselling".  Crafting capacity-building for StBl in particular should start by demonstrating why existing CDM and voluntary market ones are so weak.
